NDCC Constitution and Bylaws – Apr 2017

                                  PREAMBLE:      Mission Statement

To serve the people of Nashua by promoting and defending New Hampshire’s democratic values for all, by recruiting Democratic candidates for public offices, and by mobilizing the community to elect Democratic candidates.

                                 ARTICLE I:             Name and Location

Section 1.                The name of this committee shall be the Nashua Democratic City Committee, hereafter referred to as the City Committee or Nashua Democrats. The addresses of the City Committee are as prescribed in the Bylaws.

                                 ARTICLE II:           Purpose of Organization

Section 1.                The purpose of the City Committee shall be to promote the election of registered Democrats in the City of Nashua, the County of Hillsborough, the State of New Hampshire, and the United States of America; to expand and strengthen the Democratic Party; to function in an open and democratic manner, and, ultimately, to aid our government to perform effectively as a true democracy, representative of all the people.

Section 2.                The City Committee recognizes that Nashua is a multi-cultural community and that we respect and support diversity among our membership and our activities.

                                 ARTICLE III:          Powers and Duties

Section 1.                The powers and duties of the City Committee are as follows:

  1. To elect the Officers, Executive Board members, and at large State Party Convention Delegates.
  2. To administer the affairs of the Democratic Party within the City of Nashua.
  3. To adopt Bylaws governing its activities consistent with the Constitution of the New Hampshire Democratic Party.
  4. To support the activities of the State Committee.
  5. To recruit Democratic candidates for office within its jurisdiction.
  6. To cooperate with the County and State Committee in the support of Democratic candidates for local, county, state, and national office.
  7. To fill vacancies on the Democratic ballot in accordance with the New Hampshire Constitution, applicable New Hampshire State Laws, including RSA 56:27, 56:69-a, 56:70, the State Constitution, and rules and policies of the New Hampshire State Democratic Party.

                                 ARTICLE IV:          Membership

Section 1.                Any registered Democrat resident in the City of Nashua shall be considered a member in the Nashua Democratic City Committee, and eligible to participate in City Committee activities.

                                 ARTICLE V:            Government

Section 1.                The government of the Nashua City Democratic Committee shall be vested in the Executive Board as specified in the Bylaws.

Section 2.                The Officers of the City Committee shall consist of a Chairperson, a Vice Chairperson, a Secretary, and a Treasurer. The Officers are also Executive Board members.

Section 3.                The membership of the Executive Board shall consist of the following:

  • The Officers of the City Committee.
  • Nine (9) Ward Chairpersons.
  • One member of the Nashua Democratic Delegation to the New Hampshire General Court, chosen by the members of said Delegation.
  • Four At-Large State Committee Members.

Section 4.                The Officers and members of the Executive Board shall be duly elected in the manner prescribed in the Bylaws and shall hold office for their elective terms or until their successors are duly elected, as prescribed in the Bylaws.

                                 ARTICLE VI:          Amendments

Section 1.                This Constitution may be amended by a two thirds (2/3) vote of the regular members present and voting at any regular or special General Membership  meeting, provided that notification be given as prescribed in the Bylaws. Copies of the proposed amendment(s) shall be available, upon request, from the Secretary.
